SAN FRANCISCO, CA; August 13, 2015 – EARN, a nonprofit dedicated to helping working families save and invest in their futures, announced today that its Board of Directors has named Leigh Phillips as its new Chief Executive Officer, effective September 8, 2015.
During her ten years at San Francisco’s City Hall, Leigh built one of the most prominent and respected organizations in the field – the San Francisco Office of Financial Empowerment – and played an instrumental role in the emergence of municipal government as a strong leader in national efforts to build a safe and inclusive financial system for all consumers.
Under Leigh’s leadership, the San Francisco Office of Financial Empowerment spearheaded several “first in the nation” programs to reduce financial exclusion including Bank on San Francisco and Kindergarten to College. Kindergarten to College was named a finalist in the Harvard “Innovations in American Government” Awards in June 2015. Leigh received the James Irvine Foundation Leadership Award in 2008 and was named one of the Bay Area’s “Top Forty under Forty” in 2013.

Prior to working for the City and County of San Francisco, Leigh worked in development and fundraising at the University of California, San Francisco. Leigh received both her Bachelor of Arts in English Literature and Social Sciences and a Masters of Economic and Social Sciences in Women’s Studies from the University of Manchester, in her native United Kingdom.
